Make Sure That the Frame Is Online
The most common cause for this problem is that the frame (the recipient) is offline.

Connect Phone and Frame Again
If the frame has been confirmed to be online, but the issue remains, please try to reconnect the phone and the frame again. This is done by simply adding the phone as a new friend.
